Joana Plan: towards a new era of screening and road safety
The Joana Plan, announced by the government in April 2025, marks a major turning point in the fight against drunk and drug-impaired driving. Designed as a response to a preventable tragedy, this plan targets both professionals and individuals. Here's a breakdown and concrete solutions.
A response to an avoidable tragedy
On January 30, 2025, Joana, a 15-year-old high school student, lost her life on a school bus whose driver was under the influence of drugs. This tragic accident, which occurred in Châteaudun, sent shockwaves through the country.
Less than three months later, the government presented an ambitious action plan to strengthen school transport safety, dubbed Plan Joana . But its implications extend far beyond schools. It also applies to businesses, local authorities, transport operators, associations, and, more generally, all road users.
What the Joana Plan contains
The Joana Plan is based on 5 structural pillars :
1. Prevention, awareness and enhanced screening
- At least one random screening test per year for each school transport driver.
- Inclusion of a module dedicated to narcotics in mandatory driver training.
- Active promotion of prevention in companies through internal plans and the involvement of local stakeholders.
2. Enhanced vehicle security
- Generalization, within 4 years, of on-board devices allowing the automatic detection of signs of consumption or reduced vigilance.
- Integration of "anti-start stun guns" in new school vehicles.
3. Reporting and user involvement
- Display of a reporting number on coaches to alert people to suspicious behavior.
- National campaign to remind people of the obligation to wear seat belts.
4. Tightened legal framework
- Creation of the offence of road homicide , punishable by up to 7 years' imprisonment and a fine of €100,000.
- Immediate administrative suspension of the license in the event of a positive drug test.
5. Development of control tools
- Work has started on a "stupometer" (electronic drug detection device, equivalent to a breathalyzer).
- Extension of the panel of substances detected by field saliva tests .

Safety and prevention: a collective duty
The Joana Plan recalls an obvious fact that has been neglected for too long: the safety of children, employees and citizens begins with an active and structured prevention policy .
As an employer, parent, transportation professional, or individual, you can take action. A well-timed test can prevent a tragedy. An awareness tool can raise awareness. A screening campaign can change a corporate culture.
